Yong-gyun Kim graduated from Seoul National University, Department of Economics and began his public service career after passing the 36th Korean Civil Service Examination while studying at the Graduate School of Public Administration. During his tenure at the National Tax Service (NTS), he pursued studies in the UK, earning a Master of Science with Distinction in Economics and a Doctor of Philosophy in Economics from University College London (UCL).
He has extensive experience across personal and corporate taxation, tax litigation, audits, investigations, and international taxation, having served at the NTS headquarters, Seoul Regional Tax Office, and Jungbu Regional Tax Office. He also held positions as Director of Sokcho Tax Office, President of the National Tax Service Training Institute, and Commissioner of Jungbu Regional Tax Office. Currently, he serves as Senior Advisor at Seohyun Accounting Firm and lectures at Soonchunhyang University and Kookmin University.
